Job Summary
- Monitor the activities of the procurement officers & develop sourcing strategies, coordinate with vendors, negotiate contracts, analyze costs, follow-up the deliveries, and implement cost reduction methods.
- Implement controls to ensure that the procurement procedures are conducted with the highest level of integrity, efficiency and effectiveness.
- Identify and develop relationships with new supplier and vendors and negotiate and screen offers from suppliers while maintaining the required specs, scope, quality & warranty.
Key Accountabilities
QHSE Management System Implementation and Maintenance
• Install, implement, and maintain the company's QHSE Management System.
• Align company with group QHSE policies and procedures.
• Prepare safety reports and recommend solutions for QHSE compliance.
• Assist in ensuring compliance with safety and environmental regulations.
• Communicate QHSE performance statistical analysis to management.
• Review and advise on measures to reduce environmental impact.
• Perform required QHSE inspections and audits.
• Track and assess organizational performance through the Corrective Action Tracking Database.
• Provide sufficient QHSE training to employees, vendors, and contractors.
• Ensure facility emergency procedures are up-to-date.
• Review and release QHSE Inspections, Meetings, Emergency Evacuation, and Internal Audit schedules/plans/reports.
• Prepare QHSE topics for weekly/monthly QHSE meetings.
• Conduct incident investigations, root cause analysis, and evaluate adequacy of proposed corrective and preventive actions.
• Develop and monitor waste minimization and recycling approach.
• Assist in special QHSE projects as needed.
• Coordinate with operational departments to ensure quality needs are adhered to.
• Oversee visual inspection of work and random non-destructive testing of equipment.
• Maintain ISO records and certificates.
• Support operational departments in preparations for external audits.
• Ensure all special process certifications are acquired.
• Maintain tool and equipment calibrations according to approved QA plan/quality procedures.
Knowledge, Skills and Aptitude
- • Educational Qualifications: College diploma, university degree, or equivalent in Industrial Safety, Engineering, or Business Administration.
• Professional Certification: NEBOSH IGC preferred.
• Internal Auditor: ISO 45001 and ISO 14001.
• Certification in Environmental and Safety Standards: ISO 14001, OHSAS 18001.
• Knowledge: QHSE process and procedures, ISO 9001/CSWIP/CWI (Quality Process).
• Technical Skills: PC literacy, MS Office proficiency.
• Language Skills: Arabic preferred, English essential.
• Experience: Minimum 5 years in relevant QHSE field, Oil & Gas Well Services experience preferred.
